Energy plan?

In our last epistle from the Hole we wondered what had happened to the Cabora Bassa interconnection as the President made no mention of it is his press conference. The president has confirmed it is still on and will now pass theorugh parliement quickly. This is an urgent project.

Two projects have been mentioned for the North: One is the Rukuru dam project and then the the joint Malawi-Tanzania Songwe River. All this is well and good but is there a document somewhere spelling out Malawi's energy plans and implementation schedules?

The point is that we need some kind of "plan" to guide and coordinate citizens' own private plans and expectations. The plan may be a "rolling" one that is regularly updated but it would definitely make a big difference in signalling governments intentions.
